These categories don't scale linearly — a mobile app isn't 'a web app plus 30%', it's an entirely different cost universe because you have two codebases (iOS + Android) plus app-store deployment + device matrix testing.
Feature count is a useful rough guide but feature complexity matters more. Adding "login with email" is a 1-day feature. Adding "login with Emirates ID + UAE Pass" is a 3-week feature. List every feature with an honest complexity tag (S/M/L) before soliciting quotes.
