Background music, live announcements and — critically — Civil-Defence voice evacuation. How PA/VA systems work, where they're required, and how they're designed for clear, compliant audio in Abu Dhabi buildings.

Sound is a safety system. On an ordinary day a public address (PA) system plays music and makes announcements; in an emergency, its voice alarm (VA) side may be the difference between an orderly evacuation and confusion. In many Abu Dhabi buildings, a compliant PA/VA system is not optional — it is required by the fire code. Here is how it works.
Public Address handles the everyday: background music in a mall, paging in an office, announcements in a terminal. Voice Alarm is the life-safety function — on a signal from the fire alarm, it broadcasts a clear, pre-recorded or live evacuation message and overrides everything else. A combined PA/VA system does both, with the VA portion built and certified to life-safety standards.
Under the UAE Fire and Life Safety Code and Abu Dhabi Civil Defence requirements, voice evacuation is mandatory for many occupancies — shopping malls, hotels, large offices, schools and assembly spaces. Getting the requirement and the design approved is part of a compliant ELV scope, coordinated with the fire strategy.
A voice alarm is useless if people cannot understand it. Intelligibility — measured by a STI score — depends on choosing the right speakers, spacing them correctly, and zoning for each room's acoustics. A warehouse, a marble lobby and an open office each need a different approach. This is acoustic engineering, not just "add more speakers."
The building is split into audio zones so announcements can target a floor or wing, and so evacuation can be phased safely. Zoning is defined during design alongside the fire alarm cause-and-effect.
PA/VA runs on dedicated, monitored cabling and ties into the fire system and the wider ELV infrastructure — alongside CCTV, access control and structured cabling — so the whole building responds as one in an emergency.
Skyline designs and installs compliant PA and voice-alarm systems for Abu Dhabi retail, hospitality, offices and industrial buildings — clear audio every day, certified evacuation when it counts. See Surveillance & Security or contact us.
Public Address (PA) covers everyday audio — background music, paging and announcements. Voice Alarm (VA) is the life-safety function: on a fire signal it broadcasts clear, intelligible evacuation messages. A combined PA/VA system does both, with the VA function certified to life-safety standards.
For many building types — malls, hotels, large offices, assembly occupancies — a voice evacuation system is required under the UAE Fire and Life Safety Code and Abu Dhabi Civil Defence rules. A qualified ELV contractor confirms the requirement and designs to it.
Intelligibility means people can actually understand the evacuation message, measured by a STI/CIS score. It depends on correct speaker selection, spacing and zoning for each space's acoustics — which is why VA needs proper acoustic design, not just loud speakers.
Yes. A combined PA/VA system plays background music and paging day-to-day, and automatically overrides everything with the evacuation message when the fire system signals — prioritising life safety.
The building is divided into audio zones so you can announce to a floor, a wing or the whole site, and so evacuation can be phased. Zoning is defined during design with the fire strategy and Civil Defence requirements.
