A CCTV system is only as good as the footage it produces when you actually need it — and in Abu Dhabi it also has to satisfy a regulator. This guide walks through how to specify video surveillance properly: the cameras, the recording, the retention rules, and what ADMCC compliance really requires.

ADMCC compliance comes first

In Abu Dhabi, security cameras are regulated by the Abu Dhabi Monitoring and Control Centre (ADMCC). Depending on your premise type, ADMCC sets rules for where cameras must be placed, the minimum image quality (so faces and plates are actually identifiable), how long footage is retained, and — for many businesses — a live connection to the central monitoring platform. Getting this wrong means failing inspection or being unable to hand a usable clip to the authorities. Design for ADMCC from the start; do not bolt it on afterwards. (Note: Dubai uses SIRA, a separate authority with different rules.)

Choosing the right cameras

There is no single "best" camera — you match the type to the scene:

• Dome — discreet, vandal-resistant, ideal for indoor retail and lobbies.
• Bullet — long-range, visible deterrent, good for perimeters and car parks.
• PTZ (pan-tilt-zoom) — one operator-controlled camera to sweep large areas like yards and forecourts.
• Turret / eyeball — clean wide-angle coverage with strong night performance.
• Specialist — ANPR for number plates, panoramic 180°/360°, and thermal for perimeters.

Resolution: 2MP (1080p) is the practical minimum; 4MP is the sweet spot for identification; 8MP (4K) suits wide areas where you need to zoom into detail after the fact. Pair resolution with good low-light performance (IR or ColorVu-style cameras) because most incidents happen at night.

Recording, storage and retention

Footage is stored on an NVR (network video recorder) or a server. The single biggest storage driver is your retention period — the number of days you must keep footage — which in Abu Dhabi is set by premise category and commonly ranges from 31 to 180 days. More cameras × higher resolution × more days = more storage. Proper systems also use RAID redundancy so a single disk failure does not lose your evidence.
